Research On China's State-owned Capital Accumulation Mechanism ——The Perspective Of Marxist Political Economy

China's state-owned capital is the foundation of the socialist system with Chinese characteristics.It is an important guarantee for national security,system advantages,road self-confidence,people's happiness,and realization of common prosperity.Research on the accumulation mechanism of state-owned capital has far-reaching significance for the development and growth of state-owned capital.China's state-owned capital is an important part of our country's economic system,and its accumulation mechanism is closely related to the process of social reproduction in the entire national economic system.Therefore,it is particularly necessary to study the accumulation mechanism of state-owned capital by combining the various operating links of capital accumulation and social reproduction.The process of our country's state-owned capital development is a process of continuous evolution of the state-owned capital accumulation mechanism.At different stages of economic development,there are obvious differences in the accumulation mechanism of state-owned capital.The state-owned capital accumulation mechanism embodies the national development strategy.In some special periods,it seems to ignore the internal laws of economic development,and there are even conflicts.However,from the perspective of the entire economic development process,the evolution of the accumulation mechanism of state-owned capital is inherently linked between different development stages,and the development of state-owned capital conforms to the internal laws of economic development.The accumulation of state-owned capital in China is a process of conflict and integration between the laws of economic development and development strategies.Economic development is a dynamic process.Therefore,the understanding of state-owned capital should not only focus on the state of state-owned capital in a certain period,but should be studied the dynamic evolution process of state-owned capital accumulation.Its characteristics are reflected in the accumulation mechanism of state-owned capital.Therefore,it is necessary to study a series of issues,such as the meaning of the capital accumulation mechanism and its evolution process,the stage characteristics of China's state-owned capital accumulation mechanism,and the influencing factors of China's state-owned capital accumulation.From the perspective of the entire state-owned capital accumulation process,whether China's state-owned capital accumulation mechanism follows the laws of economic development and how to construct a state-owned capital accumulation mechanism that conforms to the laws of economic development and national economic development strategies in the new era.Based on the above questions,the research will be conducted through five chapters,the main contents are as follows:The first chapter excavates the theoretical basis of the capital accumulation mechanism.First,we define the meaning of capital accumulation mechanism as the starting point for research.Second,it focuses on the analysis of capital accumulation mechanisms in classical economics,neo-classical economics,western development economics,classic Marxist political economics,and western political economics.Although these capital accumulation theories have their own emphasis on the level,perspective,and scope of the research,and they did not directly raise the research problem of the capital accumulation mechanism.They contain the scattered thoughts of the capital accumulation mechanism,and also build the capital accumulation mechanism from the overall perspective for this article to lay the theoretical foundation.Third,we analyze the capital accumulation mechanism from the micro and macro levels,and further study the evolution process of the capital accumulation mechanism from the four perspectives of power,system,development strategy,and economic structure.The second chapter studies the stage characteristics of China's state-owned capital accumulation mechanism.This part summarizes the capital accumulation mechanism under the planned economy system,the capital accumulation mechanism in the transition process,and the capital accumulation mechanism under the socialist market economy system in accordance with the historical development sequence.In the research of each stage,it mainly analyzes the reasons for the formation of the capital accumulation mechanism and the economic relations of social reproduction embodied and the industrial structure shaped by it.The third chapter will summarize the evolution law of China's state-owned capital accumulation mechanism from the three aspects of property rights system reform,economic system reform and industrial structure adjustment on the basis of the previous two chapters.First,we explore the relationship between the state-owned capital accumulation mechanism and the property rights system,economic system,and industrial structure;Second,we examine the evolution of the state-owned capital accumulation mechanism in three aspects;Third,we analyze the law of the evolution of the state-owned capital accumulation mechanism in three aspects.The fourth chapter analyzes the strategy embodied in the evolution of China's state-owned capital accumulation mechanism.The evolution of the state-owned capital accumulation mechanism reflected in reality not only integrates regular evolution,but also encompasses strategic evolution.This is the unique feature of state-owned capital accumulation.These strategies include the status and functions of state-owned capital in different periods,and highlight the leading role of state-owned capital in the national economy,the function of macro-control,and the function of international economic cooperation.In each specific functional research,the principle of contrast between theoretical research and historical reality is still followed.The fifth chapter explores China's state-owned capital accumulation mechanism in the construction of a modern economic system in the new era.The state-owned capital accumulation mechanism is constantly evolving and has different characteristics in different periods.The construction of a modern economic system in the new period has new requirements for the state-owned capital accumulation mechanism.Based on the analysis of the connotation of the modern economic system,it studies the relationship between the modern economic system and the accumulation of state-owned capital and its regular and strategic requirements for the accumulation mechanism of state-owned capital.
