In recent years,the rapid development of the Internet has increasingly become the best collection and provide channels of inf ormation into the circulation of the human production and life ha s brought a fundam ental and profound impact.Prem ier Li Keqiang proposed to develop the "Internet +" action plan for the 2015 government work report,which promoted a new generation of information technology and modern industry cross-border integration,agriculture is the "Internet +" action plan one of the key areas,and E-commerce of agricultu ral products is of great significance to the construction of new agricultural industries.China is a resource-rich,product variety of agricultural power,making agricultural products circulation has been a certain constr aint because the agricultural production itself has a seasona l,regional,preservation ch aracteristics.E-commerce products can use m odern information technology,product pr oduction,processing,sales links for integration,can be a good solution to the poor circulation of agricultural products,information asymmetry and other issues.Heilongjiang Province as a large agricultural province,not only the total area of arable land,woodland in the first p lace,and green food industry acreage also rank s first in the country,the characteristics of anim al and plant resources is rich,but still part of the existence of agricultural pr oducts to buy and sell dif ficult phenomenon.This is mainly caused by the scattered ag ricultural production,the circulation system is imperfect,the irrational production structure and other factors,leading to seasonal,structural,regional relative surplus,hinder the development of rural economy.Based on the actual developm ent of agricultural comm erce in Heilongjiang Province,this paper first defines the con cept of e-commerce of agricultural products,systematically combs the tr ansaction cost,scale econom y and value chain theory.Secondly,it describes the present situati on of agricultural comm erce in Heilongjiang Province,Business rely on the network platform,the inform ation technology and traditional agricultural products together,while reducing costs,but also im prove efficiency.It also analyzes the problem s such as the lack of complete network payment system,the lack of professional tale nts,the lack of brand building standards and the ins ufficient investment in inf rastructure in prom oting the developm ent of e-commerce in agricultural products.Finally,it puts forward some suggestions on the development of e-commerce of agricultural products in Heilongjiang Province,suc h as improving the network payment syst em,strengthening the construction of agricultural logistics system,cultivating and introducing talents of e-co mmerce.To promote the development of agricultural products in Heilongjiang Province,prom ote the flow of agricultu ral products,accelerate the developm ent of Heilongjiang Province economy to provide reference and inspiration.
