Research On The Implementation Of Compulsory Food Safety Liability Insurance

As China's food regulatory system is imperfect and legislation is imperfect,food safety accidents occur frequently.It makes the consumer's body and property suffered losses and then companies will face a business crisis.The liability insurance of food safety has the function of risk diversification and social management,which can fill the damage suffered by enterprises,transfer risks,and protect the legitimate rights and interests of consumers.At the same time,insurance companies can give full play to the supervision and management of insurance enterprises to prevent risks and reduce the occurrence of food safety accidents.Thus,it can reduce social disputes and play an important role in safeguarding people's livelihood and maintaining social stability.Nowadays,China's insurance companies have carried out the liability insurance of food safety,but the situation is not optimistic.The main reasons are as follows: First of all,in order to reduce costs,the enthusiasm of most enterprises is not high;Second,there are so many small and medium-sized food enterprises and they changes rapidly.So food safety liability insurance effective lack of demand;Third,insurance awareness of social and enterprise is weak.They are not fully aware of the positive role of insurance;Fourth,the products of insurance company can not meet customer needs;Fifth,the relevant laws and regulations are not perfect and the government's support is not enough.This article focuses on the analysis of food enterprises and insurance companies by using the methods of cost and income,and draws the reasons for the lack of food safety liability insurance and the insufficient underwriting ability of insurance companies.It uses game theory to analyze the optimal development model between insurance companies,food enterprises and government three,and concludes the necessity of implementing compulsory food safety liability insurance.It draws lessons from the successful experience of compulsory insurance and the mode of food safety system in the United States,European Union and Taiwan.Finally,it puts forward some suggestions to carry out compulsory food safety liability insurance in China.
