Research On The Development Of China's Food Safety Liability Insurance

In recent years,China's food safety problems have frequently occurred.From‘Sudan Red' to ‘Sanlu Milk Powder Incident' to ‘Workshop Food Package',every food safety issue has aroused widespread concern in the society.Nationals are increasingly calling for food safety.Food safety is a major livelihood issue that affects the vital interests of the people.The inability to obtain food safety has seriously depressed the national trust in China's food industry,restricting the economic development of China's food industry,and is not conducive to social stability.China's new Food Safety Law states that the state encourages food production and operation enterprises to insure food safety liability insurance.In 2019,more members of the National People's Congress of the People's Republic of China and the Chinese People's Political Consultative Conference raised the issue of ‘strengthening food safety management and developing food liability insurance'.China urgently needs to develop food safety liability insurance to protect the legitimate interests of consumers and maintain social stability.However,China's food safety liability insurance has not yet developed a clear development model,and the results of relevant pilot work are not obvious enough to meet the society's demand for food safety liability insurance.Therefore,by drawing on foreign advanced experience and combining with China's national conditions,it is of great practical significance to explore the further development of China's food safety liability insurance.This paper uses the case analysis method to study the countermeasures for developing China's food safety liability insurance.The main contents include: Firstly,taking ‘Hungry' and CPIC and Ant Financial Services to launch the take-away food liability insurance as an example.,and analyzed innovation of this food safety liability insurance in terms of coverage and claims in details;secondly,it analyzes the necessity and feasibility of developing food safety liability insurance in China;thirdly,it analyzes the current situation,existing problems and causes of the development of China's food safety liability insurance;finally,drawing on the development experience of foreign food safety liability insurance,and combining with the actual situation in China,it puts forward the countermeasures for developing China's food safety liability insurance,that is,establishing China's food safety liability insurance system as soon as possible,insurance companies should increase product innovation,strengthening the promotion of food producers and consumers,and adopting a development model combining mandatory and voluntary insurance.
