With further industrial trade liberalization and freer international capital flow,C hinese biomedical industry has no choice but to improve its innovation ability to enhance export competitiveness and shake off the "low-end lock" situation in the value chain.A large amount of data shows that there is interrelationship between export and innovation of biomedical industry in our country. Therefore, this paper studies how the biomedical industrial innovation ability influence its export competitiveness in both theoretical analysis and empirical test.Based on the angle of influence mechanism source-mechanism analysis-two stage path-economic analysis, this paper discusses the process of industrial innovation ability forming the factor endowment difference by changing or creating the factors of production factors, including the core competitive advantage of independent innovation, the resource integration effect of technological improvement, the value creation effect of technology introduction and the comprehensive output effect of innovation input, which is the first stage of the impact path. The export competitiveness comes from the difference of factor endowment caused by industrial innovation, including the comparative advantage of the products type in the static situation and the comparative advantage of the products number in the dynamic situation, which is the second stage of the impact path.According to the analysis of economic theory, industrial innovation ability forms export competitive advantage through the impact of products' export costs. When the marginal revenue is equal to the marginal cost, the export competitiveness has been increased to the maximum extent. This paper is expounded from the following aspects: the microcosmic aspect(enterprise),the intermediate aspect(industry and region),and the macroscopic aspect(nation). Then the paper constructs the evaluation index system of the biomedical industrial innovation ability, measures and compares the innovation capacity and export competitiveness of China's six major biomedical industry areas.Based on the index construction and comparison, four research hypotheses are put forward according to the influence mechanism analysis and the scientific measure results. To verify the hypotheses,a long-term equilibrium model of industrial innovation and export competitiveness of biomedical industry has been built. This model is on the basis of the theoretical model of endogenous economic growth and includes the reference model and the robustness test model.Unit root test results show that the panel data variables are first-order single integer;co-integration test results show that there is a co-integration relationship between the variables of benchmark model and the robustness test model. The paper chooses the Cross-section SUR method of the fixed effect model to estimate the panel data. The results show that the technological innovation factors have a great influence on the export competitiveness in the central and western regions with relatively low R&D level. In C hina, the overcapacity in developed areas along with the insufficient supply appearing in other areas results in the situation that the influence of R&D environmental factors to export competitiveness not only differs greatly in regions and but also has moderating effect.Under the timeliness of innovation, the effect of human capital factors to export competitiveness is U-shaped,and it has a negative effect on biomedical industry in the early stage but a positive effect in the growth stage. The influence of government support factors to export competitiveness in the central and western regions is more obvious, especially in the western region.Through the conclusions above, the paper puts forward some targeted policy suggestions in order to enhance the export competitiveness of the biomedical industry, such as reforming the patent examination and approval system, optimizing the upgrading of the industrial chain structure, cultivating the diversified talents team and expanding the government capital investment.
