The volume and scale of export trade has been grown rapidly since China’s accession to the WTO, ranging number one on the world. However, despite the scale of China’s export trade continued to expand, the structure of China’s export commodities still existed problems such as low-skilled and low-level structure. Thus, the issue how to enhance and improve the structure of China’s export commodities, now has been our current reality, which needs to be addressed. To optimize the commodities structure, vigorously increase has to be done in the export of industrial products, especially High-tech industry products, the higher level of technology innovation can provide effective support in various aspects. However, the level of development of the technology innovation is relatively low, which restricts the upgrade of China’s export structure. At the same time, the level of development of China’s technology innovation is obviously imbalanced between different regions; regional export commodities structure should also be to have a specific analysis. Therefore, this article using panel data attempts to study the influence mechanism of the technology innovation to the export commodities structure.In this paper, there are a review of the technology innovation and international trade theory, and collate and summarize the theoretical results. Based on the above, through the establishment of the assumptions, to simulate the country’s import and export in different resources, labor, and technology, the article studies the pathway of the technology innovation to the export commodities structure. Using the panel data of 17 provinces in 2003-2102 for empirical analysis, according to the representatives of technological innovation selecting relevant indicators, and topis has been used to measure the level of innovation in different provinces, and then the impact of technological innovation to the structure of export commodities has been analyzed by using an ordinary panel regression and VAR model. The empirical results show that technological innovation on primary products and manufactured goods export have a positive influence and impact; but the influence and impact curve are different; the degree by technological innovation to promote the export of manufactured exports far more than to primary products. Therefore, by raising the level of technological innovation capability can help upgrade China’s export commodity structure.Based on the theoretical analysis and empirical results on influence of technological innovation to structure of export commodity, the paper argues that to make the technological innovation function more effectively and play an important role to promote the upgrade of export commodities structure, each region should increase the investment of technological innovation, increase the scientific output, and enhance our capacity of independent innovation, particularly increase the use of technology to industrial development, improving product quality and improving the efficiency of technology, and seek technical innovation to coordinate and balanced development of all regions. Meanwhile, in order to further optimize the China’s structure of export commodities, each region also should accelerate trade adjustment, and guide the flow of foreign capital actively; accelerate the accumulation of human capital, improving the level of human capital; improve the structure of financing and credit and improve the economics openness. These measures can practically use together to optimize the export structure.
