Research On The Problems And Countermeasures Of PPP Mode In Development

At present,China is in a high demand for the growing demand for public services,the public demand for various of public services is increasing,and public service system reform is far behind its pace of development,the government because of its own financial limitations,leading to public services in the supply and the actual needs of the people on the contradiction more and more prominent.So the study of PPP model and bring it into the actual supply of public services in China has become a relief to this contradiction the most effective and most realistic approach.Now,The PPP project applications include road traffic,urban water supply,power supply,environmental protection and other social and public utilities in many areas in China.Although the PPP model has a wide application prospect,but because of the PPP model itself has a long project cycle,from that with the main objectives inconsistent,capital investment and other characteristics,these characteristics led to the PPP model in China's actual development encountered a lot of difficulties.On the basis of consulting a large number of domestic and foreign literatures,this paper clarifies the related concepts of PPP: public sector and social capital and other private sector to participate in the process of public service supply,to provide consumers with a process of public service.And elaborated the theoretical basis of the development of the model,mainly introduced the public service theory,public choice theory,principal-agent theory three theories.The model in China's specific practice mainly for contract outsourcing,government shares and franchise three forms.And summarizes the development process of PPP mode in our country,which is divided into three stages: the pilot stage of 1984-2000,the stage of gradual expansion in 2001 and 2012,and the rapid development stage of 2013-2016.Based on the development of PPP model in China,this paper discusses the problems and dilemma of PPP mode in China from the aspects of government level,social capital and financial institution.Through the development of Xuzhou Metro Line 3 and Zhenjiang Sponge City Construction projects,the Australian Victoria Convention and Exhibition Center,Canada PPP model and other domestic and foreign successful PPP project summary and reference to the development of China's PPP model put forward relevant suggestions and countermeasures.Mainly to change the role of government,to establish and improve the PPP-related legal system;to strengthen the construction of the spirit of government contract,to increase support for PPP;training of specializedpersonnel and institutions,attention to third-party assessment of the development of institutions to expand private financing channels,Financing platform;innovative financial institutions to support the model,improve the capital market.
