The marketization of public service became the universal choice in the administrative reform among many countries'government since the 1980s. After nearly two decades of exploration and development, China's reform of public service marketization has achieved some results. However, China's public service marketization is facing with great difficulties due to the lack of related system constructions,and as the main parties in marketization, enterprises and the third sector (NGO)have weak ability to integrate the society, not to mention the adjustment of interest groups and the constraint of ideas. Therefore, we can clearly recognize the deficiencies of public service marketization in the process of studying the problems and countermeasures of China's public service marketization. In order to improve the capacity of our government's public service, we must continually adjust and perfect the relevant system. The problems and countermeasures of public service marketization is not only related to the reform of our government,but related to China's economic development and building a harmonious society.On the basis of research in related fields, this paper proposed advisement of solutions to the current problems faced by China's public service marketization. In addition to Introduction and concluding remarks, the paper is divided into four chapter. The first chapter is the introduction of concepts and theoretical basis. Through the collation of foreign and domestic information, this chapter explained the necessity and feasibility of public service marketization. In the second chapter, there are some introductions of public service marketization's reform and practical experience in foreign countries, manily using the United States,Britain and Japan as examples,and then evaluating the foreign countries' public service marketization and analyzing the enlightenment to our country. Chapter three analyzed the present situation of China's public service marketization. Fistly, it briefly introduced the preliminary results in the process of the reform. Sencondly, it analyzesd the problems of China's public service marketization,for example, the relatively slow development, the lack of supervision, the power of rent-seeking and other issues. Finally, it explained why these problems happened. The last chapter gives advice that how to push forward the reform effectivly. This sector mainly including: the transformation of government functions,how to strength the Government's responsibility,how to accelerate the government reform, effective coordination of different interests groups and how to establish and improve the supporting system and related mechanism of China's public service marketization .The main innovation of this paper as follows: using the necessity and feasibility of public services marketization as the background, trying to establish and improve the operating mechanism of public services marketization,researching the problems and countermeasure in the process of this reform. The purpose of this paper is trying to preliminarily explore some issues in the relevant fields , and expand the ideas for further study.
