Research On Output Efficiency And Economic Contribution Of Scientific And Technological Resources In The Three Provinces Of The Northeast China

On the background of economic globalization and knowledge economy era,innovation is a decisive factor of a regional or a national development.And,as the prerequisite and fundamental materials,the input and allocation of scientific and technological resources(STR)has directly effects the implementing of innovation-driven development.The three provinces of Northeast China is one of the largest old industrial bases,which have rich resources and well developed industry foundation.However,with China' s economic development enters into a new normal,the three provinces of Northeast China's economic development have fallen off a cliff and some important macroeconomic indicators have slumped.The three provinces of Northeast China are facing the risk of recession once again.In this background,what the input situation of STR like and whether it is being used effectively and whether the input of STR effectively promotes regional economic development are the questions which have become increasingly crucial.So,objectively and comprehensively analyze the input and allocation of STR,finding difficulties and obstacles in the allocation of STR,proposing appropriate countermeasures and suggestions and working out different urban innovation development strategies,are of the essential significance for improving the output efficiency of STR.This research also plays a bigger role in the industrial reforming promotion and economic revitalization.From the following aspects,this paper addresses the allocative efficiency of the three provinces of Northeast China and 34 prefectural cities:Firstly,analyze the input of STR and current development situation of the three provinces of Northeast China,including analysis of the input and space allocation ofscientific human,financial,material and information resources of the three provinces of Northeast China and 34 prefectural cities from 2004 to 2013,identifying find the existing difficulties of input of STR and innovation development.Secondly,measure the output efficiency of STR and analyze the factors which influence efficiency.Based on the stochastic frontier analysis,we use the data related to the input of STR and output of innovation to empirically investigate output efficiency of 34 prefectural cities from 2004 to 2013.Then,analyze the spatial-temporal evolution characteristic of STR output efficiency of the three provinces of Northeast China and 34 prefectural cities.Finally,utilize the regression analysis to investigate the influence factors of output efficiency of STR.Thirdly,estimate the economic contribution of STR resources.On the base of elaborating the mechanism of STR and economic development,the paper put the STR,as factors of production,into the traditional Cobb-Douglas production function and build panel data model to measure the promo ting effect of STR on regional economic development.Then,analyze the regional difference of the promoting effect of STR of34 prefectural cities.Finally,research on development strategy of output efficiency and economic contribution of STR of the three provinces of Northeast China.we put forward the development strategy from the improve of allocation efficiency of STR,optimization of spatial allocation of STR and make differential urban innovation development strategies.
