The construction industry has shown some new features in the 13 th Five-Y ear-Plan period.Such as development environment,objectives and tasks,produc tion methods,organization and management changed significantly.It is significa nt for construction industry enterprises to know how to adapt to the external c ompetitive environment and strengthen internal management.And there is no d oubt that,for most construction industry enterprises,the only way to improve management efficiency is that enhances competitiveness,accelerate growth and seizes the market share.Due to the historical mission of the construction indus try and the urgent requirements of construction enterprises to be bigger and str onger,it is practical and theoretical for the construction enterprise to solve the problem of the optimization and upgrading of the performance management ef fectively.On the basis of the research of human resource management and performan ce management theory,this paper analyzes the basic situation of China constru ction seventh engineering division headquarters' current situation,organizational structure and human resources,reviews its development process and current sit uation of performance management,and rethinks profoundly the problems existi ng in the performance management and its causes,by means of questionnaire s urvey,comparative research,literature research and statistical analysis,this pap er clarifies that the performance management is an ideological system,a metho d system,a responsibility system and also a cultural system,and puts forward the main content of performance management optimization and its safeguard me asures.This mainly includes: to optimize the guiding ideology,objectives and principles,design and determine the performance management evaluation indicat ors,authority mechanism,work system and operational processes;use of contin uous improvement of thinking,the establishment of headquarters department per formance review and improvement mechanisms;strengthen performance improve ment and counseling,communication mechanism and channel.And finally,thro ugh the construction of a strong organizational security,system security,cultur al security,leadership protection and innovation protection to ensure the imple mentation of optimized performance management.
