Researching Of Government Regulation Mode Transition For Food Safety In China

In recent years, the problem of food safety in our country is becoming increasingly prominent. The current situation of food safety, namely"Sudan red and malachite green fly together, food and toxin are mixed", puts the public on edge. Especially, The Sanlu Milk Powder incident happened in September 2008 aroused extensive concern in all social sectors. At that time, everybody called for food safety, and cast doubt on the food safety supervision. This paper focuses on the study and thought of Government Regulation Mode Transition for Food Safety under the above social backgrounds.This paper analyzes our Government Traditional Regulation Mode for Food Safety profoundly basing on the relevant theory of food safety, such as asymmetric information theory, public interest theory, and governmental capture theory etc, and combining with the Food Safety Law. Aiming at the main defects of our Government Traditional Regulation Mode for Food Safety such as Supervisory Authority Decentralization and Higher Supervisory Cost, it point out the roots of the defects: the selfishness and ill-equipped of government. Based on the above, this paper conceives the Government Regulation Mode Transition for Food Safety, and find out the new mode from the layer of theory, which can remedy the defects of the traditional mode, is the democratic control mode of multi-participation system. In addition, this paper takes on the empirical study on the basis of our Government Regulation Mode Transition for Food Safety by investigating four main parts of participators, namely the government, public, intermediary and corporation, and the result shows the new mode is feasible in our country at the practical layer. Lastly, from Reallocation of Power, Arrangement of Institution and Quality Cultivation of Participants, it brings up the route choices of our Government Regulation Mode for Food Safety transmitting from"monopoly"to"democratization"by integrating the overseas advanced experiences into our country's real situation, expecting some practical significance to improve our food safety supervision.
