Study On Database Quality Control And Evaluation Of The Right To Rural Collective Land Verification

The work of countryside collective land right verification,which is to consolidate the good situation of agriculture and rural areas,to better protect the legal rights and interests of the rural people’s land,improve the rural governance system,to further consolidate the rural organizations at the grass-roots level,which is good to the harmony and stability of rural society.At present,our country rural area land management still stays in the relatively backward,the more traditional management mode and management idea,needs to rely on modern geographic information technology,actively the construction of rural land management related project database,continue to improve and enhance the level of rural land management and management quality,ensuring that all work of the land management scientific,effective and reasonable.Through the establishment of rural land contract and management rights counterpoising truly registration database,the farmers contracted data and information management informatization,farmers can reassure worries about ownership dispute arising out of rural land circulation,and to solve the disputes of land contract management provides the most clear,the most important data of the original to resolve these contradictions of rural provide the most effective,the most solid foundation.In this paper,based on the countryside collective land right verification work practice in Shiquan county of Shaanxi province,started from the related theory of Total Quality Management and spatial data quality control,as the research object to contracted management of rural collective land database construction,analysed the process of the establish of the database of the countryside collective land right verification,and introducted data quality control methods of the work has carried on detailedly.According to the characteristics of the rural collective land right verification work,analyzed its existing problems,and discussed the data quality control methods and means.On this basis,had divided the database quality control of countryside collective land right verification to the process of data storage and data warehousing before the two parts,and analysed detailedly the quality control in the process of establish of database.Finally,taken the establish of database of countryside collective land right verification work in Shiquan region as study area,analysed empirically the methods of quality control in the practical work,and evaluated the quality of the database.Main results were as follows:(1)In order to meet the requirements of the quality of countryside collective land right verification database,this paper introducted the Total Quality Management control method,which had the scientific nature and rationality to quality control and evaluation for the database.And reduced the workload of actual survey of trival,improved the work efficiency and provided the information support to countryside collective land right verification work in China.(2)Accorded to the process of data quality control,found out all phases of the project which was easy to go wrong in the field,set control point in the phases of ownership survey,data processing,Review of the public,data summary,and put forward the corresponding specific solution,and applied to the practice,improved data quality.(3)Adopt the method of combining the weighted average and defect points,selecting the appropriate quality evaluation indicators,to develop in line with the actual database quality evaluation standard.Evaluated the data quality,comprehensive database management system function,from data acquisition,examination,processing,edited to update management,computed summary to the maps,reports,certificates of land output,query statistics to thematic analysis,etc.,for the department of the paperless office to provide convenient,met the needs of land management department to manage rural collective land.
