Along with the fast development of Chinese economy, the Chinese construction industry kept on developing at fast paces, and large amount of investment was poured into infrastructure construction. Construction material procurement turns to be one of the most important issues since the material and equipment in construction account for about 70% of the total cost of the construction project.The current situation of material procurement during construction is analyzed in this paper first. Then, the theory of supply chain is set forth, based upon which the significance of the supply chain theory on owners' construction material procurement is proposed. The tasks and problems of owns' construction material procurement under different contracting mode are analyzed. And finally, what should be considered seriously and some tactics for owners' construction material procurement are put forward, aiming at the main existing problems by considering the characteristics of construction material procurement. Some important suggestions for owners' material procurement management are given such as establishing the procurement procedure, standardizing the bidding and contract management of material procurement, taking advantage of the supervisory department and the masses to strengthen the effective controlling. And also, the supervision organization should play its important role to control the whole process of material procurement, controlling investment during the design stage, help the owner to select the qualified suppliers, supervise and check after the procurement. Through practice testing, these tactics are effective for the owners to avoid the procurement risk, decrease the procurement cost, thereby, fulfill the construction goals.
