| Nowadays Chinese rate of economic growth has been slowed down significantly,both domestic and foreign demand is shrunk,our country is facing unprecedented pressure because of cyclical and structural factors.Innovation is the core of modern economic growth,so we can try to break the bottleneck which our country faces by raise the regional innovational efficiency.The paper uses panel data of China`s 30 provinces from 1998 to 2012 to calculate their innovation efficiency by DEA model.Meanwhile we use DEA-Tobit model to discuss the effect of firm size,FDI,government behavior,trade dependency,education level and urbanization level on all provinces` innovation efficiency and their difference.Finally,we use the threshold regression model to emphatically analyze the effect of firm size on innovation efficiency.The study found that:(1)China's regional innovation efficiency is low respectively,and there are significant differences between all provinces.The innovation efficiency of the eastern region is still higher than that of the central and western regions,and the innovation efficiency in the central and western regions is increasing alternately.(2)After decomposing the efficiency value into pure technical efficiency and scale efficiency,we found that the scale efficiency of China's provinces had been fully released.The main reason why our country lack of innovation efficiency is we lack of pure technical efficiency.In the dynamic analysis of the regional innovation efficiency,the main factor that improves the efficiency of all the factors is the technological progress.The technical efficiency has no significant effect on the improvement of the total factor productivity.(3)FDI and trade dependency have a significant positive impact on the efficiency of innovation.The government behavior,education level and urbanization level have no significant effect on the innovation efficiency.While the enterprise scale is important explanatory variable,enterprise scale and innovational efficiency are an inverted U-type relationship.(4)The results of the threshold regression model show that the optimal average size of the enterprise is 148778248,but as of 2012,China's 99% of the provinces and autonomous regions had crossed thisthreshold,the scale efficiency has been fully released.So at this stage China's regional innovation efficiency cannot be raised by blind high investment.We need to enhance the system innovation and management innovation ability,in order to promote the development of innovation efficiency. |
