Research On Influence Of Marketization Degree On Regional Innovation Efficiency In China

As China's economy moves from a stage of high-speed growth to a stage of high-quality development,innovation has become the main driving force for regional economic development.The experience of 40 years of reform and opening up shows that marketization plays an important role in solving the problem of inefficient resource allocation and the rigidity of institutional mechanisms.Under this background,explore the differences in the effects of marketization on innovation efficiency in different regions.This has important practical significance for enhancing regional innovation capability and core competitiveness.This paper first combs the related literature,and then it expounds the influence mechanism of marketization degree on innovation efficiency from five marketization indexes: the relationship between government and market,the development of non-state-owned economy,the marketization of products,the marketization of factors,the development of market intermediary organizations and the environment of the rule of law,and puts forward the research hypothesis of this paper.Based on the innovation input-output data of 30 provinces(except Tibet)from 2008 to 2016,the regional innovation efficiency was calculated.In order to ensure the reliability of the effect of marketization on regional innovation efficiency,this paper uses a three-stage DEA method to eliminate the impact of other environmental variables.Then established a Tobit fixed-effect panel regression model to test the impact of these five marketization degree indicators on regional innovation efficiency.Compare and analyze the results of the eastern,central and western regions,and put forward corresponding policy recommendations.The main conclusions are as follows:(1)Both the level of marketization and innovation efficiency show a step-down distribution in the eastern,central and western regions.From a nationwide perspective,the improvement of the degree of regional marketization in China has a positive effect on the efficiency of regional innovation,especially the improvement of product marketization,the reduction of government intervention,the development of market intermediary organizations,and the improvement of the rule of law environment.(2)The reduction of government intervention will promote the improvement of innovation efficiency in the eastern,central,and western regions,and it will be most beneficial to the improvement of innovation efficiency in the eastern region.Government intervention should be further reduced.(3)The development of non-state-owned economy can promote the improvement of innovation efficiency in the central and western regions,but can not promote the innovation efficiency in the east.It shows that there is a phenomenon of excessive competition among enterprises or excessive agglomeration of innovation resources in the east.(4)The lower level of factor marketization in the central and western regions can not promote the improvement of innovation efficiency,while the higher level of factor marketization in the east can promote the improvement of innovation efficiency to a certain extent.It shows that the lower level of factor marketization in the central and western regions of China urgently needs to be improved.(5)The improvement of the level of product marketization,the development of market intermediaries and the improvement of the environment of the rule of law can promote the improvement of innovation efficiency in the eastern,central and western regions.Therefore,the relationship between the government and the market should be properly handled.Reduce government intervention,promote the development of the non-state economy in the central and western regions,speed up the pace of marketization of factors in our country,and further promote the marketization of products,the development of intermediary organizations and improve the construction of the market legal system,so as to create good market conditions for innovation in various regions of our country,and promote the improvement of innovation efficiency.
