A Study On Reginal Difference Of Rural Land Circulation Risk

Rural land circulation is an objective requirement to promote the development of rural productive forces,and it is the inevitable choice to deepen the reform of rural land system.In recent years,the rural land circulation in our country has become increasingly active and innovating,showing the characteristics of the scale of circulation,diversification of mode,diversification of subject and regional differentiation.According to the current situation of rural land circulation development in various localities,due to the local failure to fully consider the regional differences,blindly pursue the speed of circulation in order to achieve the purpose of agricultural scale management.These blindly and unruly land movements have gradually exposed the problems and the potential for the release of the risks to the community.The focus is on the damage to the peasants' rights in the land transfer,the social injustice caused by excessive land concentration,the non-grain The threat of security,the risk of land transfer and the risk of land transfer.Therefore,it is very important now to calmly think about the social risks that may arise from the increasingly active and innovative rural land transfer and to build effective risk prevention and control mechanisms,otherwise the consequences will be very serious.How can we build an effective risk prevention and control mechanism? If not fully consider the risk of spatial differentiation,will be difficult to be targeted and effective.Because China's regional environmental,economic and social differences are very significant,the same rural land transfer behavior in different types of areas may bring the risk is different,that is,rural land transfer risk has obvious spatial differentiation characteristics.Therefore,it is necessary to prove the spatial differentiation characteristics of rural land transfer risk and its formation mechanism,which is the scientific basis for the effective construction of zoning system.Under the background of regional differences,this paper makes an in-depth study on the risk of rural land circulation,and further studies the spatial differentiation characteristics and formation mechanism of rural land circulation risk.First of all,based on the summary of the literature on domestic land circulation,the risk evaluation index system of rural land circulation is constructed based on social,economic and environmental dimensions,and the relevant indexes are calculated by means of network analytic hierarchy process and weighted sum method.Then,the risk of rural land transfer in 123 counties in Hunan Province was evaluated.The risk evaluation results were obtained and the risk level was divided from the standard difference method.The dominant factors of rural land transfer risk under different risk classes were analyzed.Finally,according to the different risk areas of thedominant factors,put forward specific risk zoning preventive measures.It is of theoretical value to promote the strategic adjustment of rural land circulation structure,to protect farmers' rights and interests,to maintain the harmony and stability of rural society,to promote the normal circulation of rural land and to effectively solve the problem of agriculture,rural areas and so on.Circulation risk to provide decision-making reference has a strong practical significance.
