Study On The Demand Of Farmers' Training And Its Influencing Factors In Tonghua

Our country have issued the“Central File No.one”which focuses on“Three Rural Issues” of the past years.It is used for solving the problem :increasing farmer ' s income?expanding the rural collective economy?developing the modern agriculture and building new beautiful socialist countryside.China is currently at the critical stage of agricultural modernization,and it depends on the farmer's comprehensive quality on the application of increasing comprehensive productivity of the agriculture ?especially the advanced agriculture science and technology?high efficiency agriculture device and the concept of modern operation management.So organize the farmer training and cultivate the new professional farmer can solve the problem of farming?protect the safety of grain?understand the farmer technical and the requirement of operating management.For increase the comprehensive agriculture product ?developing the modern agriculture operating?and country social governance,we need to satisfy the farmer training and it is in favor of realize the goal of a moderately prosperous society.The paper is taking Tonghua as an example,summarize the current farmer's training situation of Tonghua systematically ?training issues and specific traits by questionnaire that combine with theoretical and empirical analysis method,which is based on human capital theory?rational choice theory?public product theory?supply and demand balance of public products and so on.It makes a comprehensive analysis on farmer's training supply or demand condition and reference influence factor.Here is the main conclusion of researching and analysis as follow.Through the investigation found that the Tonghua farmers' training overall supply of training is not enough;the supply of the main types and the small number of supply is not continuous and without coordination;training support the supply of funds is not enough;the township agricultural technology professional staff shortage;many problems in actual demand and supply of farmers training form the deviation.The main factors influencing the training and learning of farmers in Tonghua city are: age,gender,farmers in training,training elements to increase competitiveness and income level,helping the family population,the number of family labor,family income,training time,training location,influence of these variables on willingness to participate in training is not the same.At the end of this paper according to the analysis of theoretical research and empirical conclusions,has put forward relevant policies and suggestions that should increase the training of farmers' education financial support,the introduction of appropriate policies to encourage the policy to increase the propaganda;increase the financial investment,the formation of long-term mechanism and improve the stability.We will encourage all sectors of society and individuals to invest in training education for farmers;we will further promote the multi support of farmers education and training mechanism,and strive to achieve the free occupation education and training of farmers,to highlight the public welfare of education and training of farmers.To formulate the corresponding assessment system of farmers' education and training,and to spread the positive role and social influence of farmers' education and training.It should reasonably set of farmers training time,location,content and methods;strengthen the grassroots township agricultural technology service system and agricultural technology promotion system service ability;and the expansion of farmers training teachers;strengthen agricultural training base construction.
