Human resources are the primary resources, this point of view has become the consensus of the world. Retaining talents and promoting their qualities are critical for an enterprise to achieve long term development despite of competition. Though lots of manpower, material and financial resource is input each year, satisfying training effect is not achieved, as training programs are not well planed and designed. Therefore, there is an urgent need to better current training state.Taking Liao he Oilfield Drilling Company as object of study, based on real evidence analyses and using relevant training management theory, this paper makes a systematic analysis and redesign of the company’s human resource to obtain effective training. The paper, making a general introduction of the company, of its present staff makeup and of its new situation after the restructuring, lists its achievements and problems in staff training aspect, specifically reanalysis the staff training plan as well as guarantee measures and finally maintains that it’s urgent and necessary for the company to establish a systematic training plan. This plan, in accordance with the company’s development strategy, aiming at solving the existing problems, redesigns and optimizes the training system in all respects.The plan also points out problems that should be avoided in carrying it out and lists organizational, resource and policy efforts needed to effectively carry out the plan. Careful redesign of the training plan system can effectively promote training, gradually better human resource management, really improve an enterprise’s performance, and eventually realize steady progression.
