Benefit maximization is the basic rule for the government, enterprises and individual tofollow when making economic decisions, even in places where ecological environment is fragile.Due to the consideration of narrowing the economic development gap between regions andimproving the life level of local people, most less developed areas want to makegreat-leap-forward development through promoting the industrialization process, but the industryis the biggest reason for destroying the ecological environment balance, bringing aboutecological degradation and environmental pollution. So it is critical to look for a win-winstrategy for both the economy and the ecological, thus ecological compensation becomes theonly choice.In the past research and practice, the rational quantification of eco-compensation standardis a problem. Based on the analysis of the relationship between eco-compensation and theopportunity cost, considering the opportunity cost that ecological function areas restrict or giveup industrial development, this paper thinks that such an eco-compensation quantum must makeup the opportunity cost because of limiting or giving up industrial development. The opportunitycost so-called here can be regarded as the corresponding decreases of the local public revenueand other relevant incomes resulted from its industrial increase reined in. The Fogang County,which is located in the north-central of Guangdong province, has created many miracles oneconomic development by industrial development. But the Pajiang River eventually flows intothe Pearl River. If they can’t control industrial pollution, it will endanger the ecologicalenvironment of the middle and lower reaches of the Pearl River. Then the paper calculated theminimum ecological compensation amount that makes the industry achieve "half speed growth"and "zero growth".In addition, from changing ideas, seeking new ecological compensation scheme and thegovernment’s strong support, we also need to consider how to deal with the contradictionbetween economic development and ecological environment protection.
