A Study On The Evaluation System Of Baotou Smart City

At present,the development of the city has brought about great improvement to people’s lives,but also faces some difficulties,such as population expansion,environmental damage,traffic congestion and so on.Smart city is an opportunity to grasp the change of new generation of information technology and an inevitable requirement to accelerate the social informatization transformation.Its essence of smart city is to enhance the operational efficiency of urban infrastructure,improve the level of urban operation and management and public service,promote the harmony and sustainable development of the city and ultimately make people’s lives for the better in this city by combining the Internet of Thing and the Internet with using advanced information technology and all sort of intelligent applications.In recent years,Baotou has been actively promoted the information construction.Big data,cloud computing,Internet of Things and other supporting projects of smart city are being constructed,it is necessary to clarify the relation between smart city and these new generation of information technology.In addition,as an industrial city,Baotou is facing industrial restructuring,environmental protection and other urban development problems,but the smart city provide an opportunity to urban construction of Baotou city.In the case of smart city construction,many representative industrial cities,which are similar to Baotou city,at home and abroad are actively building smart city,their experience is worth learning from Baotou city.At present,the research about the concept and evaluation system of the smart city is relatively less,and the research about the evaluation system of the Baotou smart city is still a blank.The construction of evaluation system of smart city will help managers to grasp the development status of smart city construction,to timely control and protect the realization of overall goal of smart city.An evaluation system which is suitable for the development of Baotou smart city is very important for the construction of Baotou smart city.In this paper,we summarize the research status of the concept and evaluation system of smart city at home and abroad,analyze the supporting role of new generation of information technology,such as big data,Internet of Thing,cloud computing,on the construction of smart city,and analyze the case of some representative industrial cities at home and abroad on the construction of smart city construction.Based on the method of system dynamics,we construct the evaluation system of Baotou smart city with the characteristics of Baotou.To study thedevelopment level of Baotou smart city,we design five first level indicators which include the smart infrastructure,the smart management,the smart industrial economy,the smart people’s livelihood,smart “Lucheng”,and we select 17 secondary level indicators and 55 third level indicators.We analyze each subsystem by using Vensim software.In this paper,we assign a value to the index weight by using the method combining of AHP and entropy method,and evaluate the status quo of the construction of Baotou smart city in the last three years.It has initially formed the basis of quantitative and qualitative analysis to the construction of smart city.It provides a reference for the comprehensive and sustainable development of Baotou smart city.
