With the rapid development of technology,the construction of smart cities has become an important strategy for national development,bringing enormous potential to social progress.At present,various regions are vigorously promoting the construction of smart cities,but there are many problems in the current evaluation index system,such as the indicators being too comprehensive and general to reflect the characteristics of local construction.Therefore,in order to better promote the construction of smart cities,it is necessary to establish an evaluation index system that can reflect the differences between different smart cities.This article aims to explore how to establish such an index system.Firstly,this article explains the problems existing in the existing evaluation index system and proposes the necessity of establishing a thematic evaluation index system.Secondly,this article focuses on the construction of domestic pilot smart cities,analyzes their commonalities and personalities,and proposes from the perspective of urban development that cities are actually a collection of people.The development of smart cities is also based on Maslow’s demand theory.Therefore,when establishing an evaluation system for such smart cities,especially thematic smart cities formed due to demand,The selection of evaluation indicators should be based on demand theory.This article adopts a combination of literature review,expert consultation,and questionnaire research to propose a smart city evaluation index system that focuses on infrastructure,safety assurance,smart applications,and value reflection.The system is based on national standards and is led by the construction needs of smart cities.It organizes indicators that can reflect different urban characteristics and needs.Finally,the feasibility and effectiveness of the indicator system were verified through practical cases using methods such as Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation.It is expected that the research results of this paper will provide a new idea and method for the construction and evaluation of smart cities,so as to better help promote the Digital transformation and smart upgrading of cities.
