The Evaluation And Countermeasure Research Of Ecological City In Baotou City

As the rapid development of science, the boost of economic globalization and theacceleration of urbanization, the world has entered so called “The Urban Century”,“The UrbanAge”. Cities have become the center of regional economic activity as the carrier of theproduction space. This means that in both economic growth and living space, human societywill enter the developmental stage regarding cities as a main body. Ecological City is derivedfrom urban theory developed by modern ecology. This proposal brings about a new outlook tothe development of future cities and receives world-wide approval.Baotou city is the vital energy base in China, the Rare Earth Capital of the world, and thesignificant area of the Go-west Campaign. In recent years in order to develop economy, aserious of challenges is also faced in terms of urban population, resources and environment. Soit is needed to structure a set of index system to evaluate the eco-city present situation and futuredevelopment tendency in Baotou City, as well as proceeding countermeasure study aimed at theexisting problems to enhance the level of eco-city construction.On the basis of understanding natural environment and social, economic situations inBaotou city, a relevant assessment indicator system is put forward by applying relevant theoryof urban geography, ecology, economy, urban ecology with the help of means of metrology andmathematical statistics and so on, with the combination of qualitative and quantitative research,and on the basis of combination of science, comprehensiveness, maneuverability, dynamics,stability and hierarchy. The indicator system includes the destination layer, criterion layer(economic development, environment, social progress), element layer (9items), index factorlayer (33items). The synthetical index method and AHP is adopt to modeling to evaluate theeco-city current situation in Baotou City and the grey system ideas were utilized to forecast itsdevelopment tendency.The results shows that in the year of2012, the eco-city construction index value in Baotoucity is0.77, which between0.80-0.89and belongs to Ⅲ level. The index of economicdevelopment, ecological environment and social progress is0.78,0.87and0.66. Economic development level basically fairs to eco-city general proficiency. Ecological environment ishigher and social progress is lower.By the prediction results, without any condition or factors changes, Baotou ecological cityconstroction level index will appear the trend of steady growth by the added value of0.03-0.04index per year. Although the economic development index cardinal number is low, it developedrepidlly. Although the ecological environment index cardinal number is high, it developedslowly. The social progress index cardinal number is low and developed slowly.In the aspect of ecological environment, environment quality level is higher but pollutioncontrol and ecological benefits construction needs to strengthen. In the aspect of social progress,the low population quality and faultiness urban management system is the main factor to restrictBaotou social development.In the construction of future eco-city, Baotou City should payattention to the aspects of transforming economic development mode, enhancing the utilizationdisposal of disposal of solid waste, reinforcing landscape construction, improving populationquality, increasing investment at focus areas, increasing resident income and so on to realize thecomprehensive, healthy and sustainable development of eco-city.
