| The urban industrial function is always dynamically adjusting.At present,on the one hand Beijing is faced with many urban diseases such as air pollution,and resources and environment are out of burden;on the other hand Beijing establishes its strategic orientation as “four centers”,proposes its development goal as international class harmony livable city,makes its strategic arrangement to adjust and ease non capital function.These all require Beijing to overall consider city function and reconsider industrial function orientation.The study on urban industrial function is a new topic which is always discussed.The researches of predecessors about Beijing industrial function are mainly focused on the research field of economic growth,resources and environment.The former field mostly concerns on the relationship of economic growth and industrial adjustment,ignores the constraints of resources and environment on industrial adjustment.The latter field focuses on the influence to environment because of using energy during economic growth process from the angle of economic-energy-environment,and not on industrial adjustment.Economic society must develop within the scope of resources and environment;industrial structure must adjust within the restraint of resources and environment.Based on these reasons,my research attempts to union these two research fields and to study how to adjust industrial function of Beijing within the restraint of resources and environment following the train of thought ‘economic-energy-environment'.The main purpose is to table a proposal of Beijing industrial function adjustment,promoting Beijing to realize the goal of sustainable development and international class harmony livable city from the angle of implementing urban function orientation and realizing energy-saving and emission-reduction.Despite there are many factors that can influence industrial function adjustment,but this thesis argues that the main factor that restricts Beijing industrial function adjustment is urban function orientation,resources and environment.By examining Beijing resources and environment,this paper study Beijing industrial function adjustment forced by energy-saving and emission-reduction from the angle that energy-saving and emission-reduction is the constraint factor of resources andenvironment,which refers to total emission amount and intensity of energy consumption and carbon dioxide.This is the strongest difference from previous literatures,and is also the breakthrough and innovation point which this paper expects to achieve.This paper mainly adopts many methodologies such as literature research,contribution ratio,location quotient,IPCC reference method.Through comparison with current status of Beijing industry,competitive industry of Beijing-Tianjin-Hebei,qualitative and quantitative contrastive of Beijing energy consumption and carbon emission,this paper analyzes multi-objective and multi-constraint which Beijing industry adjustment faces with,proposes adjustment principle and puts forward adjustment suggestion.This paper considers Beijing industrial function adjustment should be suited to the city strategic orientation,be in harmony with resources and environment,and be accorded with the strategic need of Beijing-Tianjin-Hebei collaborative development.Therefore at present,Beijing should give priority to these industries: finance,lease and commerce services,information transmission,science research,technology services,software and information technology services;Optimally develop these industries: industry,agriculture,forestry,animal husbandry and fishery;Ease these industries: transport,storage,post and telecommunication services,wholesale and retail trade,construction.Finally,this paper puts forward four suggestions,the first one is to further focus on service function,the second one is to take high-end,green,low-carbon road,the third one is to optimize the spatial distribution,the last one is to play the role of both market and government. |
