Research On The Adjustment Of Industrial Structure Under The Constraint Of Resources And Environment In Gansu Province

With the development during six decades since the foundation of the nation, China has reached tremendous achievement in economy and modernization. However, at the same time, there is a sword of Damocles hanging over the development of China-environment pollution and resource exhaustion. The development of China will be quite unsustainable if the relationship of economy and environment could not be dealt with appropriately.As the indispensable base of the nation’s heavy industry, there exist obvious problems related to resources and environment in Gansu Province. It is quite meaningful and practical to realize the adjustment of industrial structure under the circumstance of steady economic growth in order to cope with resource constraint. Therefore, given the theories and analysis of the constraint of resources and environment, this thesis, first of all, came to the conclusion that Gansu Province exceeded average national level of economic growth due to the rapid growth of the secondary industry, through the method of shift-share and location quotient. Besides, by analyzing the balance sheet of energy and consumption, it is found out that various energy consumption grow up rapidly and input is above the output. And thirteen major energy consumption coefficients of industry has been studied. By calculating energy consumption coefficient through entropy evaluation method, this thesis divides all industries into four categories given the production value.Thirdly, through the study of "three wastes" emissions and regulation status in Gansu Province, we discover that the growth rate of “three wastes” emissions declined in recent 15 years, the total amount of sewage discharge decreased, the regulation of all kinds of pollutants increased year by year,。And by using canonical correlation analysis,some industry are divided into“high unreachable pollution”and “high collectable pollution”categories.Finally, we come to the conclusion that the second industry plays an important role in the process of economic development in Gansu Province, and in the second industry, manufacturing industry resource-consuming index is relatively high. We can classify the industry being studied through elements like output value resource consumption. In the same time, we can also classify the industry being studied according to emissions of pollution. Therefore, Gansu Province need to use multi-dimension and targeted strategy when keeping economic growth under restriction of resources and environment.
