Abstract/Summary:
With the development of our country’s society economy and the change of population structure,our country has entered the aging society at the end of the century.aging population not only has the amount of base,but also presents the trend of aging and empty nest,brings huge pressure to "old before getting rich" Chinese.In order to solve the problem of pension,the government has issued a series of policies,which basically established the "pension system based on home care,community support for the elderly,institutional pension".But with the "3+4" family culture,family endowment function potential micro,at the same time,the community endowment service has not been popular,the development of the pension real estate industry is particularly important.At present,the pension service in China is mainly presided over by the government,and the funds are entirely borne by the government,funding is a problem.Therefore,it is an urgent need to explore the new mode,and to solve the problem of the development of China’s pension industry.The public-private partnership(Public-Private Partnership,referred to as PPP)is a cooperation mechanism the interests of a public sector and non public sector to provide public products and services and the establishment of risk sharing.Compared with the supply in traditional way,PPP can combine the public and the non-public sector advantages to solve the existing supply effectively and services in the capital,technology,management and other aspects of the problem.Many countries and regions widely used infrastructure,education,health care,affordable housing construction,pension,community services and other fields in PPP,has achieved fruitful results.The purpose of this paper is to analyze and discuss the application of advanced infrastructure construction PPP in the field of pension real estate.First of all,this paper introduces the development process of the pension mode of our country,from the family pension to the institutional pension,and then to the community pension,the connotation and types of PPP model are also introduced,and then analyzes the status of the development of pension real estate industry and the existing problems,and then from the two aspects of the feasibility of the theoretical basis and practical conditions on the application of PPP in the construction of pension institutions are analyzed.Then,it introduces the application flow of PPP by examples.On the basis of analyzing and summarizing the development experience,combined with the reality,This paper puts forward some suggestions and prospects for applying PPP mode to the real estate industry in China.1.To clarify the management system of public-private partnerships in China’s pension service industry.2.Giving priority to ensuring public safety and public interest is the basic norm of the PPP model.3.Improve the legal system of PPP services in the field of pension services.4.Reasonable Development of Pension Benefit and Risk Sharing Mechanism for PPP Project.5.Strengthen the supervision of government departments,coordinate the interests of the participants,and ensure the efficient operation of the project.
