In recent years,with the background of "new economy",Economic growth of Heilongjiang is slowing,with the problems of economy congenital defect and insufficient and economic structural and institution with the problems of economy congenital defect and insufficient and economic structural and institution have more or less affected the development of the economy.Under the influence of the traditional economy,in past a certain stage,Heilongjiang got achievements by over focus on the speed of economic growth,bur also paid for it.The party’s 18 the fifth plenary session put forward the concept of “Green development”,which helped HLJ to enhance the level of understanding and explore the transformation of economic development model.The party’s 18 the fifth plenary session put forward the concept of “Green development”,which helped HLJ to enhance the level of understanding and explore the transformation of economic development model.The speed of economic growth is important,but the quality of economic growth is more important.How to improve the quality of economic growth in Heilongjiang.Heilongjiang Province,play a role in the country "The Belt and Road" strategy,How to promote the Heilongjiang province economy on a new level,becomes suspends in front of the people of Heilongjiang Province,as the new project.To explore and analyze the factors that affect the quality of economic growth in Heilongjiang Province,in 2001-2014,Heilongjiang Province economic data as a sample,using the analytical method of economics,statistics,mathematics,logic,sociology,to 29 economic indicators as the basis,explores the economic growth structure,stability,coordination,sustainable economic growth and the relationship is presented in this paper.By constructing a measure of regional economic growth quality index system,the use of entropy method and principal component analysis,the quantitative comparison and research above four factors influence on the quality of economic growth of Heilongjiang Province.Through comparative study of entropy method and principal component analysis,the economy of Heilongjiang Province in the years2001-2014 growth quality showed a trend of rising volatility.Especially in 2014,two kinds of analysis methods 29 data indicators in the index of more than 1/2showing the best state,such as the optimal capital output ratio,the lowest energy consumption per unit of GDP,the highest per capita disposable income.......Research data show that in 2014,Heilongjiang Province,although the lowest economic growth rate,but showed the highest quality of economic growth.In2014,the economic growth of Heilongjiang Province,in terms of the structure,coordination and sustainability of the economic growth in the sample showed the best state.Data indicates that the speed of economic development is important,but the quality of economic growth is not necessarily related to the quality of economic growth.Through the analysis,from the point of view of the overall trend,Heilongjiang Province in the ten years of development,the quality of economic growth fluctuated upward trend,especially in 2014 data,capital output than the optimal,Engel coefficient of average minimum,the unit GDP energy consumption lowest energy elasticity of consumption coefficient of highest energy processing and conversion efficiency is the highest,although brought the lowest rate of economic development,it presents the highest economic growth quality.Through the analysis of the industrial structure shows that the industrial structure of Heilongjiang province has been from the "two three one" model,should be gradually transformed into "three two one" mode.By this analysis,Heilongjiang need seize the opportunity to revitalize the northeast old industrial base,started and implementation of "Heilongjiang Land and Sea Silk Road Economic Zone Construction at the same time,the adjustment of industrial structure,Enhance service business,guide industrial enterprises to carry out technological transformation and upgrading of the structure,eliminate backward production capacity,increase of" agriculture,countryside and farmers"support,carry forward the Heilongjiang agricultural characteristics.
