Study On The Strategy Of Expanding Coverage Of The Working Staff's Basic Endowment Insurance In Lanzhou

With the development of social economy and the improvement of people's living standard,as the average lifespan extends continuously worldwide,more and more countries are going to the aging society.The rate of supporting ageing population is rising.It has brought more and more serious challenges to all countries that the problem of aging population is prominent.The problem of pension insurance become an thorny issue in the world.Expanding the coverage of endowment insurance is one of the major topics that many countries face together in the world today.It has the theoretical significance and application value to research the problem of expanding the coverage of endowment insurance.It is necessary to be faced to study the particularity of expanding the coverage of the working staff ' s basic endowment insurance in underdeveloped regions,discuss how to expand the coverage of working staff ' s basic endowment insurance in underdeveloped regions,promote the healthy development of the social security system in underdeveloped regions and establish the multi-level and diversified endowment insurance system.This paper firstly introduces the existing research results about expanding the covery of the working staff ' s basic endowment insurance.Taking these studies as lessons,the author takes the fair-efficiency theory as the theoretical basis of endowment insurance,and discusses the significance of expanding the coverage of endowment insurance.Adopting the method of quantitative analysis and qualitative analysis,the author analyzes the development history and present situation of working staff ' s basic endowment insurance in Lanzhou.The problems,that is existing in expanding the coverage of the working staff's basic endowment insurance in Lanzhou,are the high rate of the endowment insurance,the old and new burden,the low rate of joining insurance for the flexible employment personnel and the problem of joing insurance for peasant-workers and other special groups.After in-depth analysis of these problems,the author points out that the reason of the difficults for expanding the covery of the working staff ' s basic endowment insurance in Lanzhou is the overall decline in the economic,downturn of the enterprises' benefit,lack perfect topside-system,insufficient supervision audit efforts,low-income people,the informal employment situation.By using the method of comparative analysis with Shanghai and Zhenjiang's working staff ' s basic endowment insurance from the system and practical experience on expanding the covery,it gives certain enlightenment to Lanzhou.According to the basic theory of endowment insurance system,the author combines with the actual situation of Lanzhou and put forward the solutions to expand the covery of the working staff ' s basic endowment insurance are using the work of universal coverage to register to expandthe coverage,reducing the rate reasonably,reducing the burdens for enterprises,comloeting policy designs,intensifing the supervision of the audit and convenient service.
