The human resources department has shifted from the traditional cost center to profit center,which is changed with the talent as the primary strategic resource of enterprise development.Thus it can be seen that it is an inexhaustible motive force for the development of enterprises to retain high-quality professional talents.The status of technical employees in the enterprise is self-evident,the knowledge economy has the spirit of innovation and technical staff is commendable.Therefore,how to retain high-quality technical staff is the core of the development of modern companies.The relationship between employees and performance appraisal system closely,performance appraisal is also an important part of human resource management,through optimizing the performance appraisal system to enhance employee loyalty and reduce the turnover rate of employees,how to optimize the effective and scientific appraisal system has become a hot issue in academic circles.The optimization of performance appraisal with specific companies,according to CNOOC Mdt InfoTech Ltd(hereinafter referred to as: CNOOC shineford)development needs,according to the theory of human resource management and performance management,relevant studies of performance evaluation and technical staff,combined with the company's strategy and employee performance appraisal system feature optimization.First,through the analysis of the background and theoretical research,this paper illustrates the research ideas and technology roadmap;second,based on the theory in the performance evaluation,performance assessment methods,choose a variety of performance assessment methods of appraisal system to optimize;third,brief introduction of CNOOC letter branch company,analysis of the company's technical staff status and assessment of the current situation,through the questionnaire the investigation and analysis of the performance appraisal problems,lay the foundation for optimizing the staff appraisal system;fourth,according to the optimization principle and goal of technical staff appraisal system shineford company CNOOC,CNOOC optimization technologies of employee performance appraisal system,and AHP to determine the weight of each index by making technologies CNOOC staff assessment system finally,formulate specific methods;implementation and management of performance since CNOOC,through important measures to ensure the implement of optimal solutions.Through this study the staff appraisal system of CNOOC technologies,contribute to the development of the theory of performance management theory,expand the performance management research perspective;the specific needs help to improve staff efficiency and meet the technical staff in practice,and improve employee loyalty and trust,and strive to achieve the goals of the development the strategy of the company.
