Research On The Performance Appraisal Of Poverty Alleviation By Technology In Xinjiang

Science and technology have been becoming the key factor of national prosperity.Government can alleviate poverty and solve the problem of livelihood of poor people through the scientific and technological strength.Science and technology have become the focus of the current poverty alleviation work.The fundamental purpose of alleviate poverty project is to apply advanced science and technology to agricultural,forestry,husbandry,fishery industry of poor rural areas to gradually improve the quality of life of the poor and promote local economic development.In recent years,the government attached great importance to the work of poverty alleviate.And the work of poverty alleviate have been made significant progress nationwide.To make full use of alleviation resources and improve further the performance appraisal of poverty alleviation project in Xinjiang,it is essential that we research on the performance appraisal of poverty alleviation by technology.In this paper,government project performance evaluation and project life cycle theory will be as theoretical support,23 projects that had been approved by Department of Finance and Poverty Alleviation and Development Office in Xinjiang in 2015 for poverty alleviation by science and technology will be as research target.Contrasting the research findings about project performance evaluation and the performance appraisal of poverty alleviation,we refine the process of poverty alleviation projects.This dissertation will be based on the characteristics of Xinjiang and the evaluation key process of poverty alleviation projects.The poverty alleviation project is divided into four phases: project arranging,project planning,project implementation and project completion.This paper constructs the index system for poverty alleviation project so that can dynamically evaluate the whole process of projects.Through field researching,statistical yearbook consulting,we got data.AHP will be as a method to solve the problem of weight coefficient.Previous studies have not involved the implementation process of actual poverty alleviation projects by science and technology.In the theory and practice,this dissertation is a research on the poverty alleviation work by science and technology in Xinjiang.It is of certain innovation,which has a positive significance to the poverty alleviation work inXinjiang.The main research contents include:1.Based on the characteristics of Xinjiang and the evaluation point of poverty alleviation projects,and started from the theory of project life cycle,this dissertation constructs the index system for poverty alleviation project.The poverty alleviation project is divided into four phases: project arranging,project planning,project implementation and project completion.2.By evaluating the whole process of poverty alleviation projects,we came to the conclusions that eastern region is better than the northern region and the northern region is better than the south region in Xinjiang province from regional aspect;the animal husbandry is better than agriculture,agriculture is better than fruit industry and water conservancy construction ranks the final from industrial aspect;the project arranging phase is better planning phase,planning phase is better than implementation phase and completion phase ranks the final from periodical aspect.3.According to above conclusions,we make some suggestions from four phases to improve performance appraisal of poverty alleviation by technology in Xinjiang.
