time.Local governments will be accurate for poverty alleviation of the height of the mind on the important political task to carry out,become a local "secretary" project,"top",brought together all kinds of resources.Government precision as the dominant force for poverty alleviation,is also the important participants,whether play a proper role effectively,how to better management and use of resources for poverty alleviation,pays special attention to the accurate implementation of poverty alleviation and implement,promote the progress of the new rural community poor governance is a very worthy of study and attention problems.This article through to the domestic and foreign research on poverty,poverty and precise poverty alleviation of combing literature found that although a lot of research on precision of poverty alleviation,but the empirical study of precision is funding for poverty alleviation,especially for precision is funding for poverty alleviation in southwest research is hard to find.In this paper,on the basis of previous studies,with a new Angle of view,from the perspective of government leading,for a funding-S province in southwest China precision of F P county village poverty alleviation practices for empirical research,can fill the gap.P county is located in the southwest region S northeastern province,economic development level in the province middle,belongs to the qinba area;F village,on the border between P county and Lin County before implementation of accurate poverty alleviation is a typical remote mountainous areas,drought in gaoshan village village,skewed,relatively backward economy and society.Under the leading of the government,the village in 2014 was identified as accurate funding for poverty alleviation,and was identified as P county focus on implementation of funding,become a provincial authorities,municipal authorities,the focus of the authorities at the county level jointly contact support funding(only F county village is a common support funding)provinces and cities at the county leveldepartments,by all levels of government and leadership attaches great importance to and vigorously support.After accurate identification and accurate support,precise management and accurate appraisal process,F village in December 2016,completed the "exit out of poverty",became one of the first exit the funding of the poverty alleviation,implementation methods and the results of objective condition;Talk,study,visit and observe ways to understand the village of 21 members,217 villagers and 54 poor 183 poor people in the village accurate knowledge,attitudes and ideas for poverty alleviation,and issued more than 150 copies of questionnaires for the poor and ordinary villagers satisfaction of government-led precise poverty alleviation measure,to master a large number of first-hand information.Adoption of a certain technology,through the quantitative analysis of the financial input,to seriously study of first-hand information,manifests the government leading precision F village poverty alleviation effect,also found that the government dominant F village precision in the process of poverty alleviation behind closed doors,from actual at the grass-roots level,farmers’ main body role play is not good,inadequate participation mechanism is not sound,social participation,the assessment of cadres,remaining defects,highlighting problems such as unscientific achievements view;and according to the precise F village poverty alleviation practice concrete problems,put forward the transformation of the mode of government involvement and give play to the role of farmers’ main body,optimize the structure of financial investment,innovation in mechanism,build social poverty alleviation pattern,improve the countermeasures and Suggestions of grassroots cadres,the masses ability quality,hope to strengthen the village out of poverty engines results and improve region similar funding precision poverty alleviation play a positive role.
