The PPP Mode Applied Research Of Shantytowns Transformation In Zhang Jiakou Yanghe New District

Shantytown is a unique phenomenon in the process of rapid development of urbanization in China.With rapid economic growth,the Shantytown has become a major problem which is imminent transformation of villages in the development of urbanization in most areas.However,to solve this problem is imminent.Yanghe new district is an important part of economic development zone in zhang Jiakou,Bearing the weight of the old city population evacuation and construction of the important responsibilities,Yanghe new city construction is the important infrastructure to complete the preparation of the2022 winter Olympics.However,the new district is located in the three cities central part group of City center,Xuanhua city and garden city which involved the shantytown transform relocation work.The shantytown project has a series of features which are large investment,long transformation period and difficult.Besides,high technology and the financial requirements of management are necessary and the traditional funded by the government transform the less than ideal which leads that our country can not urbanization successfully.Based on this,a new type of transformation model is particularly important and urgent.In this paper,based on the research results,summarized construction situation and existing problems of Yanghe district policy,analyzed the necessity and feasibility of PPP mode shantytowns used in renovation project,to provides a certain theoretical basis.PPP model has been in the construction of public facilities in the West and there are many successful examples which shows a strong advantage.It combines the advantage of the government and the private developer,which are widely used in public infrastructure sector for our country city reconstruction project and providing a place worth learning.Not only reducing the financial pressure on the government to improve the efficiency of the entire renovation project,but also making the private developer to obtain a stable income.In order to ensure that shantytown transformation smoothly,this paper analyzes the project may be the main risk factors,established the PPP mode shantytown renovation project risk evaluation index system.And provides reference of the risk evaluation andprofit distribution.At last,provides suggestions to perfect shantytowns transform under the PPP mode project.
