Electric power industry regulation reform is the trend of The Times,it is a common topic of globalization.Many countries put the regulatory reform to a national strategic height,attempted to drive by electric power industry reform and promote the rapid development of other industries,thus improving their country’s comprehensive national strength,to improve its international competitiveness.Electric power industry in China is not exceptional also,at this stage need to further deepen the reform of the regulation idea,set up the big reform consciousness,clear target regulation of the industry.Electric power industry regulation in China has lasted for more than fifty years,and how to move in the new environment of electric power industry model,realize the electric power industry reform,in order to adapt to the development direction of current,is the national functional departments phased difficult problem to be solved.To this end,many research institutions and well-known scholar has carried on the various kinds of theory and practice and try hard,strive to find a suitable for China’s national conditions of power regulation system reform way.In this paper,the integrated use of literature analysis,comparative analysis and historical analysis and other research methods,from the practical reason and the necessity of the reform of electric power industry government rules and regulations,to analyze and evaluate the change of regulation reform for power.Points out that the national government in electric power industry regulation is not enough,lack of transparency that exist in the interaction,the operation of the lack of legitimacy and effectiveness of real trouble.At the same time to the Hong Kong special administrative region of China and some developed countries abroad experience of government regulation reform of electric power industry.Finally,from the firm set up the rules of the concept of scientific development concept,build a modern electricity regulation information system,in terms of the power regulatory organizations operating mechanism to improve and optimize power regulation reform of the cadre team four aspects proposed the concrete strategy.
