A Study On The Regulation Reform Of Northeast Area’s Electric Power Industry

The regulation reform of the electricity industry has been carried on in the1980s around the world. China has also taken some implementations. China’s electric power industry restructuring plan which was published in2002accelerated the speed of china’s marketing-oriented reform. However, up to this day, we find that the process of the reform is conducted in a very slow speed, most targets of the reform have not been accomplished. In some parts there were backward trends. There are six regional electric markets in China, the northeast region electric market is the first electric market in China. The paper takes the regulation reform problems of the northeast area’s electric power industry as the object, and makes an in-depth analysis on the reform history, current situation as well as the existing problems.After studying the natural monopoly theories and the government regulation reform theories, the paper reviewed the electric reform history in the northeast china. After that, the paper choose the SCP theory framework to figure out the performance of the regulation reform in northeast area, according to the analysis, our national conditions as well as the successful international experiences, the paper proposed a project for regulation reform and carried out a feasibility analysis.In the end, the paper put forward suggestions on the government regulation reform in the northeast area’s electricity power industry.
