Electric power industry is the basis industry of economic development, a leading industry of promoting technology, the focus of the social progress industry, which plays an important role in national development and progress. A long time, the Chinese government for the electric power industry control model is established on the basis of the natural monopoly. But in fact, with the development of economic and technological progress, electric power industry of power generation and distribution of electronic business has been out of naturally monopolized industries in the aspect of economical efficiency of scale and cost subadditivity, and turn into the free market. Since 2002, China had began to separate factory network for electric power system, and nowadays, it is has been basically realized bidding for electric network on the power generation side. On March 15,2015, after the promulgation of "the state council on further deepening the reform of electric power system several opinions"by the central committee of the communist party of China, it marks a big step toward the market-oriented direction of the China’s electric power system. This reform will focus on decontrolling of the distribution electricity market, so as to realize "let go two head, caught in the middle" of electric power system model. At the same time of electric power system reform, the government controls the direction of the reform will become a hot issue.Whereas Economic regulation should become the government controls the content of the key controls for electric power industry. Based on the monopoly of economics, welfare economics, and government regulation and so on kinds of theories, this paper through a large number of literature research and analysis, suggest government should be implemented economy control in the current electric power industry marketization reform. And with the constant development of market driven, the paper divided main electric industry into nature monopoly of power transmission, generation, distribution field and other of the free competition, and summarize the overseas developed country in the electric power industry economy regulatory reform experience, comprehensive analysis of electric power industry four dimensions of the price control, access control, investment control and quality control, design in the electric power system reform in our country the regulators should take control model and its effect, and depth analysis of possible problems and obstacles, are put forward target countermeasures.
