The electric power industry regulation has always been the most important and difficult issues of China’s electric power system reform, many researchers are engaged in providing strategies along with China’s economic development and reform, which already got some useful experience. Under the research of current electric power industry regulation, we could find out some problems:lacking of the electric power industry marketization, the low regulation efficiency, and the corruption phenomenon. All these problems greatly hampered the healthy of the whole industry, especially under the current economic background; it is the right time to step up the pace of regulatory reform. This writer fined three reasons of the above problems:the market dominance of power industry is kind of serious, the government supervision of power industry is incapable, and the lack of legislation in electric power industry. We’ve got no more perfect experience in this area, we should draw on the United States and Russia’s experience. Those two countries are both vast territory, and also reformed already, there are a lot of experiences and lessons we can learn. Here are some ideas on improving the electric power industry regulation:On the basis of establishing and improve a regulation system of laws and regulations, the government should execute the regulations by law, and promote the reform of the electricity market. Meanwhile, the government should remember the lessons of the entire power reform history, timely adjust the regulatory policy in order to constantly improve the power sector regulatory system. Eventually forming a service-oriented government to providing universal service and make the power industry better.
