Improvement Countermeasures Study For Financial Reward Policy On “One Project One Discussion” In Korqin District Of Tongliao City

"One Case One Meeting Policy of Financial Reward" is a new mechanism after rural tax-fee reform,which combines the villagers' self-supply with government financial rewards to construct rural public welfare undertakings. Rural development has important implications for the social stability and the long-term development of our country. The supply of rural public goods for solving the three issues is also important. The supply of rural public products for solving Three Rural Issues is also important. " One Project One Discussion " as a new type of rural public products supply system,can effectively solve the deficiency of rural public products. The county as a specific executor of policy,is a key to the success or failure. In this paper,we depend on the theory of public goods supply and the theory of public policy process,with the development of Tongliao city horqin district“One Project One Discussion ” as the breakthrough point,integrated use the document analysis method,the case analysis method and the qualitative analytical method. By the analysis of the implementation of Horqin district in Tongliao City " One Project One Discussion " from 2009 to 2014,we summarize the main problems. Having summarized the main problems existing in the process of one thing and one discussion policy carried out in the Horqin district of Tongliao city, it mainly appears in the aspects of the deviation in the range of application, less-standardization in the management of funds and projects, low public participation. Causes for these problems include too much democratic decision-making of the outside, excessive cross dislocations of government functions, lack of policy advocacy. Put forward some measures to improve this policy effectively such as the complement for the arranging scope and standard about award and punishment, standardizing management and construction efficiency of investment, raising the participation rate of the public, in order to better realize the goal of policy.We summarized the present condition of one thing and one discussion policy in Horqin district of Tongliao city from the perspective of empirical research, and found relevant problems and causes on this basis, and then put forward the improved designing scheme and concrete suggestions, along with suggestions such as the complement for the arranging scope and standard about award and punishment, standardizing management and construction efficiency of investment, raising the participation rate of the public. One thing and one discussion financial award subsidy policy is a dynamic process, in this policy has shown strong ability to adapt, but there are still inherent defects and implementation barriers. With the change of running environment, the system must be improved and innovated in order to realize the self perfection and maintenance.
