A Study Of The Use Of Construction Land Saving In Tongliao City

Along with the rapid development of social economy,there is a growing demand on construction land,while the supply of land resources is in serious shortage,which restricts the development of national economy.We need to take steps to protect precious construction land by technological and regulatory means and to use construction land economically and intensively.The economical and intensive use of land is an important policy made by Chinese central government and this policy is beneficial for land resources to carry the socio-economic development better and is able to promote ecological civilization construction.With reference to the research results about the economical and intensive utilization of land resources at home and abroad,this paper analyzes the necessity of using construction land economically and intensively,puts forward the problems of weak infrastructure construction,low-quality cultivated land,inadequate land utilization layout and low intensive utilization level of construction land,investigates the land utilization in Tongliao by building index system,analyzes the economy and intensiveness level in the counties of Tongliao and obtains the difference between the counties on economical and intensive utilization.Furthermore,this paper carries out potential analysis on urban construction land and rural housing land in Tongliao as well and draws a conclusion on construction land potential.Moreover,the supply and demand analysis on Tongliao construction land is conducted,that is,to predict the total demand on construction land,urban construction,rural residential area and transportation land according to the construction land scale from 2006 to 2014 and then to introduce the problem of insufficient construction land resources supply during the 13 th five-year period by contrast to the supply.At last,aiming at these problems,this paper puts forward a series of measures,such as strengthening planning control,perfecting long-term mechanism,improving the market-oriented allocation level,and vitalizing the stock,in the hope of improving the economical and intensive utilization of construction land in Tongliao,paying more attention to cultivated land resources protection and relieving the conflict between regional economic development and land supply and demand.
