The system started relatively late in Neijiang downtown district, has not yet formed a complete theoretical system and the system specification, on the Neijiang area the "one project one discussion" financial premium and subsidy system operation, is advantageous to the innovation of democratic discussion methods, improve the villagers’ autonomy ability, help to improve the rural infrastructure construction, improve the level of peasants production and living.In this paper, in the form of questionnaire, interview and visit investigation, understand and master the Neijiang area "one project one discussion" financial premium and subsidy system operation conditions, using relevant theory and literature, profoundly summed up the system running results obtained, the existing problems and the reasons, and by using analytic hierarchy process (AHP) to get hierarchy total sorts, by "one project one discussion" financial premium repair work in Hebei province from 2012 to 2015, one of the pilot provinces rural initial value evaluation indexes as the Neijiang area "one project one discussion" financial premium and subsidy system running effect evaluation index for the initial value of the reference standard evaluation index weighted standardization of standardized scores and total score, in order to "one project one discussion" from the Neijiang area financial premium and subsidy system running effect evaluation. Using the analytic hierarchy process, based on the index selection of systemic, objectivity and operational principles, reference to related literature, constructed the Neijiang area "one project one discussion"financial premium and subsidy system running effect evaluation index system, selection of funds pull effect on the policy, economic benefits and social benefits, health, environmental governance effect 4 first-level indicators and 12 secondary indicators. Through the determination of index weight, found that the weight of level index of social benefit is as high as 0.4824, the most significant effect on the system operation performance, policy funds pull effects.
