Study On The Management Countermeasure Of Agricultural Products Circulation System In Panjin City

Circulation is the important connection to production and consumption for agricultureproducts. The construction of efficient, smooth, safe and orderly circulation system of agricultural products,on the one hand, can promote the agricultural scale&standardized development, accelerate the pace of agricultural industrial structure adjustment, increase the income of farmers, and promote the healthy development of rural areas. On the other hand, it can also develop an industrial chain consisting of agro processing, storage, transportation and terminal marketing which will create more job opportunities and coordinate new initiatives in promoting the development of town and country.In this article, the author takes Panjin as an example. Firstly, after investigating and visiting conditions, subjects, carriers and channels of agro products circulation in Panjin, the main problems in the circulation are found out as the following: the subjects in the circulation are not organized properly; the competition in carriers shows the same quality obviously and the degree of public welfare is not enough;agro products marketing system is far from perfect and the related information services’ standards are not high and the channels in the circulation are unadvanced. Secondly, via studying the above mentioned problems, the author figured out the main reasons caused the problems that are irrational planning layout, not enough policy guidance, the backward ideas, the imperfect system and mechanism. Then the author gains some enlightenments such as the government gives positive guidance and so on by comparative analysis the experiences of inside and outside country’s agriculture products circulation system in advanced regions. At last, the author puts forward some suggestions on the four aspects: cultivating the subject agricultural products circulation, strengthening the construction of agricultural products circulation carrier, promoting the model of circulation to modernize and optimizing the agricultural products circulation environment.The article proposes ideas to advance the management of agriculture products circulation system from the government’s angle which will provide theoretic reference for the manage-ment of agriculture products circulation system in medium and small cities nationwide.
