Application Of EPC General Contractor Mode In Hainan Refinery Continued Construction Project Dedicated Port Engineering

With the expansion of construction market scale, the traditional contracting model has been unable to adapt to the development of modern society. As for the port engineering project, the traditional model of contract construction in the port engineering is often not effective, due to its large investment in fixed assets, special geographical location and complex construction conditions. In the trend of modernization, it is quite significant to develop a reasonable and efficient project management in the port construction process.EPC general contracting model is a combination of design, procurement and construction which can achieve better management and control the construction projects. It has been widely used in the world with high efficiency and economic benefits. In China, EPC general contracting model has been applied in some construction industries, however, without high overall level and popularity, there are still many problems in the implementation process which caused numerous obstacles to apply EPC general contracting model and made it can't popularized extensively in the whole country.Based on the engineering characteristics of port engineering and port engineering management, the concept and characteristics of EPC general contracting model are analyzed and summarized. According to the comparison with other models, the advantages and problems of EPC contracting model are discussed while applied in port engineering. According to the study, the EPC general contracting model can make full use of the leading role of the project design, effectively integrating the design, purchase and construction, resulting in shortening the construction period effectively. Besides, with the clear responsibilities and rights of the participants, it has the advantages to control the construction cost and quality easily and enhance the overall economic benefits of the project. However, there are still some problems about EPC general contracting model in the process of project implementation at present. The laws and regulations of the general contracting model have to be improved, appropriate management practices and market access mechanisms need to be developed also; Secondly, in terms of the employers, the lack of proficiency in project management talent leading to misunderstanding and low acceptance about the EPC model. Moreover, too much interference in the project and existing communication obstacles with the general contractor make much trouble for EPC general contracting model. Meanwhile, there are still some problems in the management of the general contractors themselves. The imperfect management organization and mechanism result that the superiority of the EPC general contracting model can't be made full used in the project construction. Therefore, the corresponding laws and regulations should be established and completed. At the same time, we should also improve the professional quality of employers and general contractors, strengthening publicity and training about EPC general contracting model, to establish a sound and rational general contract management system, gradually transforming the contracting model to general contracting model eventually.
