East China Engineering Science and Technology Company Limited (ECEST, CO LTD) has become an competitive company on the construction market of chemical industry due to the EPC (Engineering、Procurement、Construction) general contracting project adoption with a constant income increasing in the past10years. And EPC total contract has been taken as the core business of ECEST to secure the development strategy of ECEST to become a international competitive company. Thus it is important to manage EPC total contract of ECEST scientifically.First, the outer and inner environment of EPC project, the advantage and disadvantage of EPC general contracting project management, the risk of EPC general contracting project management adopted by ECEST, and the necessary of utilization of EPC general contracting project in today market were study and then the EPC general contracting model utilization and problems by ECEST was concluded. Results show that EPC general contracting project model is the best model for ECEST development strategy with85%annual income from EPC projects, however, outer factors (international policy status, technology monopolization, domestic experts flowing to international company) and inner factors (experts absence and cooperation status within group) significantly influence the EPC projects.And then, competitive analysis and SWOT (Strength, Weakness, Opportunity, Threat) analysis was used to diagnose these challenges mention above. Results demonstrated that ECEST has disadvantages on international competition ability, response on international policy variation, and experts storage comparing to international company. Based on the disadvantages, three suggestions including outer environment optimization, functional establishment of EPC by company, and strength on EPC total contract project proceeding was proposed to secure ECEST development strategy.In the final, the case of Shenhua Coal to Oil project with EPC total contract model that the author involved was analysis. The analysis showed that the project controlled the engineering implements, quality, and cost very well by EPC model and completed successful.
