| In recent years,with the rapid development of China’s economy and constant promotion of the new urbanization construction,the correspondingly emissions amount of sewage has greatly increased so that the demand for sewage disposal facilities are constantly increasing.However,the state financial expenditure is difficult to meet the huge demand for investment in the construction of sewage disposal industry.Therefore the government began positively to introduce private capital into the field of sewage construction industry,using non-government investment to develop public utility,and PPP(Public-Private Partnerships)mode in the sewage treatment industry came into being.At present,China mainly uses VFM(Value for Money)model to evaluate the feasibility of infrastructure projects in PPP mode,while a reasonable means of risk-sharing is crucial to VFM evaluation model of sewage disposal project in PPP mode.So the paper studied the VFM evaluation model of sewage disposal project in PPP mode based on risk-sharing.Firstly,based on in-depth analysis of characteristics of PPP mode and sewage disposal project,the paper identified the list of risk using methods of literature review and expert interviews and meanwhile analyzed and screened of risk factors by Delphi and questionnaire method so as to build the risk factor index system of sewage disposal project in PPP mode.Secondly,the paper raised the quantification method of risk value based on network analysis and set-value statistics analysis and designed the questionnaire of risk-sharing,to establish the optimal risk-sharing model.Then,it studied the composition of main index and calculation method of VFM model,including index composition of basic PSC,composition of competitive neutrality adjustment value,calculations of risk-sharing cost,and following by it,the paper established a VFM evaluation model in PPP mode.Finally,use Xiangtan City Hedong second sewage disposal project in PPP mode for verification.Through the study of main relevant theoretical knowledge,the paper provided a theoretical basis for sewage disposal project in PPP mode.These theories,models and methods have high theoretical and practical value and can provide references for the risk-sharing and VFM evaluation of future similar construction projects in PPP mode. |
