According to the situation of Chinese resources and the proportion of coal in the energy production and consumption structure, it will not change in the next 30 years that the energy structure of coal as the main body. The coal resources in the eastern coastal areas have been on the verge of exhaustion after a long period of development and utilization. The transfer of coal resources to the Midwest has become the trend of the sustainable development of the coal industry. Moreover,the strategy of developing the western region and the rise of the central region of China has also promoted the development of the coal industry move to the Midwest.In this paper, through the analysis of the current situation of the coal resources in the Midwest,the present situation of coal industry and the status quo of the cross regional transfer of the coal industry, the necessity of the transfer of the coal industry is clear. With the regional economic theory, resource dependence theory, industrial transfer theory and other related theories, using the panel data model and the EKC model of environment, the economy and environment effects on the Midwest to undertake the transfer of coal industry across the region is studied,and analyzes the factors that affect the coal industry Midwest,using factor analysis and comparative analysis method to evaluate the ability of trans regional transfer of coal industry in the Midwest. The study found that the ability of the Midwest to undertake the trans regional transfer of the coal industry was sorted into Sichuan, Henan, Anhui, Shanxi,Yunnan, Shanxi, Chongqing, Inner Mongolia, Guizhou, Xinjiang, Gansu, Ningxia,Qinghai. The 13 provinces (cities and autonomous regions) are divided into five categories according to the economic and environmental effects: the first category is Sichuan and Henan, the ability to undertake is the strongest; the second category is Anhui, Shanxi, Yunnan and Chongqing, the ability to undertake is stronger; the third category is Shanxi and Inner Mongolia, the ability to undertake is slightly stronger;the fourth category is Xinjiang Gansu and Ningxia, the ability to undertake is slightly weak; the fifth category is Guizhou and Qinghai, the ability to undertake is weakest.According to the analysis and study for the cross regional transfer capacity of the coal industry in the Midwest, according to the five kinds of regions with different Undertake ability, different suggestions are put forward, not only provide the basis for the government to make the policy, but also provide guidance for the trans regional transfer of the coal industry.
