Study On The Construction Of Evaluation Index System And The Empirical Analysis For County Industrial Land Intensive Land Intensive Utilization

As an important natural resource for human use,land resource has a close relationship with social and economic development.With the comprehensive construction of new industrialization,informatization,urbanization and agricultural modernization,land resource is still the overall and strategic issue in the process of modernization.At present,the problem of wasteland problem and abandoned cultivation is common;many industrial parks use land resource inefficiently and leave unused;meanwhile,the scattered,uninhabited rural residential area has become the normalcy.These issues have brought huge pressure on land resource.In the face of the contradiction between industry development and the land use,the research started from the county scale,studied the industrial land intensive utilization degree of the county,explored the relationship between the industrial structure adjustment and land intensive utilization,and built the land intensive utilization evaluation index system that based on the industrial land.It has a practical significance for promoting the county land intensive utilization and promoting industrial transformation and upgrading.On the basis of summarizing the domestic and foreign theory and application methods of land intensive utilization,the paper analysed the concept of land intensive utilization and the relationship between land intensive utilization and industrial classification,and blended industrial land use classification in land classification thought to divide the area land into three categories:agricultural land,industrial estate and other construction land,and the three categories correspond to the land for agricultural production,industrial production and services industry.The paper started from the land concentration intensity,the investment intensity,the labor input intensity and the technology perspective strength;built the land intensive utilization evaluation index system.The paper also took Yangzhong for instance,evaluated the utilization degree,the changetrends and the causes of all three kinds of industrial land in the year of 2009,2011 and 2013;analysed the change trends of the values of each industrial land and the causes,and put forward the corresponding countermeasures and suggestions in view of problems of land use.The main conclusions are the following:(1)The investment intensity and the labor input intensity had a significant effect on the level of industrial land intensive utilization in Yangzhong,while effect of the land concentration intensity and the technology perspective strength was less significant.So the investment and the labor productivity were the main factor affecting the intensive utilization of Yangzhong.(2)The evaluation values of industrial land intensive utilization were growing in Yangzhong.Among them,the level of argricultural land intensive utilization developed gently and remained stable,but since the center of industry gravity shifted,argricultural land intensive utilization might not be able to develop better.The level of industrial estate was the highest and it always maintained highly intensive utilization status.The level of other construction land developed rapidly,and with the transformation and upgrading of industrial structure,the development potential of other construction land is tremendous.(3)The level of regional land intensive utilization rose fast in Yangzhong and the yearly scoring rate was more than 70%.The intensive utilization type has become the highly intensive type in 2013.It explained that the base of land use is stable in Yangzhong,and Yangzhong has gradually realized the intensive utilization of land resources.(4)The evaluation results for the land use in study area could reflect the development of the use of industrial land,and the evaluation index system had a certain feasibility.In view of problems of land utilization in Yangzhong such as the investment intensity of agricultural land was low,the technology perspective strength of other construction land was in the shortage,the land concentration intensity of every industrial landand was low and so on,the paper put forward some corresponding improvement measures and countermeasures around five aspects like:"planning the land use scientifically,innovating regional industrial policy,adjusting labor force structure,increasing the effect of science and technology application and strengthening the management of land utilization".
