In the context of economic globalization and under the guidance of national policies such as "Made in China 2025" and "Innovative China",it is inevitable that manufacturing enterprises will transform from labor-intensive type to technology-intensive type, especially when a new round of technological revolution and industry transformation intersects with China's accelerated transformation of economic development mode. In view of the changing external environment,manufacturing enterprises need to develop their development strategies based on the internal and external environment, and the corresponding performance management system shall also be established accordingly. As a manufacturing enterprise mainly engaged in the production of high-pressure rubber hoses,Enterprise A has more and more problems in its performance management in the ever-changing external environment. The balanced scorecard, which is a performance management method that can transform enterprise strategic objectives into measurable indicators, becomes a feasible performance reform program for Enterprise A.By using the literature research method, case study method, interview method and questionnaire method, and combined with the human resources related theory,this paper carries on the qualitative analysis on the present situation of Enterprise A's performance management and points out some problems in the performance management system of Enterprise A: disconnection between performance evaluation indicators and strategic objectives; unreasonable weighting assignment to the performance evaluation indicator; inadequate feedback mechanism and usage of performance evaluation results. First, strategic objectives of Enterprise A are decomposed, the strategic map of Enterprise A is drawn, key performance indicators corresponding to each strategic objective are designed, the weight for each key performance indicator is designed using the analytic hierarchy process, and the enterprise-level balanced scorecard is designed. Next, department-level key performance indicators are decomposed from the enterprise-level balanced scorecard's key performance indicators, and the department-level balanced scorecard is designed according to strategic objectives and responsibilities of the department.Then,a feasible implementation plan is proposed according to the current situation and organizational structure of Enterprise A, and policy suggestions for supporting measures are put forward. Finally, Enterprise A's performance management system based on the balanced scorecard is established, and the corresponding management strategy is proposed.
