| Inner Mongolia is in the north of China,and has a 3193 kilometers border with Mongolia.There are 10 bilateral communication port,the autonomous region government has always attached great importance to the development and construction of the port.In 2013,autonomous region party committee assess the situation,put forward to Inner Mongolia "to build our country open to the north of important bridgehead and energetic border development open economic zone" the development of the localization.In January 2014,xi jinping,the general secretary put forward the clear requirements of Inner Mongolia,to promote reform and development by opening wider to the outside,the development of port economy,strengthen infrastructure construction,improve the mechanism of the cooperation with Russia,Mongolia,deepening cooperation in various fields,to build our country open to the north of Inner Mongolia important bridgehead.How to achieve the interconnection of foreign trade,port is a bridge in the development of bilateral trade,logistics infrastructure is the basis for the development of bilateral trade,how to form a reasonable,conducive to the development of bilateral trade port system,create a logistics infrastructure can meet the demand of two-way trade,that is the problem what we need to solve.The current port of Inner Mongolia and Mongolia overall behind economic development as a whole,but whether it’s political and economic development of the current international and domestic situation,or bilateral resources,culture,industry and so on are very conducive to bilateral mutually beneficial cooperation in economy,development and construction of port can promote the further development of hinterland economy,has been the consensus of the international,and how to construct a reasonable system of port,perfect the function of logistics infrastructure,is the foundation of bilateral port economic development.Based on summarizing the domestic and foreign scholars and technical personnel,on the basis of research results,with the aid of the economic geography theory,growth pole theory,industrial agglomeration theory,give full play to the geographical location advantage of Inner Mongolia,the advantage of the characteristics of the port industry in Inner Mongolia,and according to the depth of different port trade and service requirements,using the analytic hierarchy process(ahp),the methods of literature analysis,field investigation,evaluate a new port system,build a new port industry cluster,and as a new growth pole,by perfecting the construction of logistics infrastructure and function,promote the development of the port city and surrounding areas,forming a new highlight,reasonable structure,wide radiating surface,the collaboration of the port system,truly will play important bridgehead in the open to the north of Inner Mongolia and opening-up economic belt.In this paper,the innovation lies in these ways:First,the systemic research.I will for this particular Mongolia border crossings in Inner Mongolia regional logistics as a system optimization research,enrich the academic circles of Inner Mongolia on the Mongolian border port logistics system of academic researchSecond,the innovation of research method.This research adopts the analytic hierarchy process(ahp)and the scoring method,to Inner Mongolia to Mongolia port logistics node important degree of measure,to provide a basis for Mongolia border port logistics system construction in Inner Mongolia. |
