Research On The Development Strategy Of Port Logistics In Mongolia And China

The port area is the special area between two states, whose role and status receives more and more attention with the globalization of the world economy. How to improve the role as channel and a bridge of the border crossing is an important issue development cooperation of between the Mongolia and other countries.For Mongolia without access to the sea, the railway transport through Russia and China helps Mongolia to connect with Europe and Asia and the Pacific countries. Railway transport also undertaken major import and export transport of port in Mongolia. Therefore, the development of rail transport in the landlocked Mongolia is very important.In recent years, Mongolia and Russia’s trade volume has declined, while more than80%of imports are from China via Mongolia southeast boundary point ZamynUud. Mongolia’s exports also reach Chinese by Tianjin port.In recent years, the traffic volume of ZamynUud increased. However, the problems are that the traffic load is too large, the goods are in serious congestion, thus affecting the import, export and border trade efficiency. Although the reasons for the delay are many (truck scheduling problem, the train orbit and customs delays), the main reason is ZamynUud logistics development is seriously lagging behind. The establishment of efficient and perfect logistics system is the key to solve this problem, and it also can improve the cost benefit and strengthen the transportation competitiveness.As the starting point of the article is the improvement of the Mongolian railway transport capacity, the article preliminarily analyzes of the state of the economic and foreign trade between Mongolian and Chinese’s, type of products for imports and exports, and then forecasts the trade demand between Mongolian and Chinese according to the statistics of Mongolian and Chinese foreign trade. Based on full investigation of the actual situation, the paper analyzes the customs and goods transport corridor situation of the border crossing, including the main ports profiles, carrying capacity at station of the border crossing and the logistics of border port, and so on. Based on the above problems, the paper lists a number of measures and methods in order to improve the process of customs clearance and provides basic support for Mongolian Chinese economic development and social construction. Among the measures is establishing a highly efficient logistics center project in ZamynUud, which aims to establish aefficient and reliable multiple transportation logistics facilities in UlanBator and to promote Mongolia International and regional trade.
