The PPP financing model is a new financing model,it combined the policy support capacity of government departments and the abundant funds of private sector. In the accelerating urbanization process of the modern society, the construction of urban infrastructure projects is the foundation of the city's economic development. In order to alleviate the pressure of the government finance, effective to private capital into the construction of urban infrastructure, and also help to introduce advanced technology and rich practical experience, better services for the construction of infrastructure.In this paper, the research of PPP mode status from Chinese and abroad,based on the understanding of the PPP mode, and project risk management theory, making the A metro rail project in the PPP mode as the research object.Firstly,the present situation of A metro rail project has been described, and the method which related to project risk identification has been used to identify the A metro rail project risk. The identification of risk was analyzed in detail. Secondly, based on the risk identification and analysis, A metro rail project risk evaluation has been constructed,consisting economic risk, political and legal risk market and benefits risk and operational risk, selected the 19 secondary risk indicators .Then fuzzy comprehensive evaluation method combined with entropy value method,which used to weak the subjective factors existed in the fuzzy comprehensive evaluation method,based on A subway rail engineering project risk evaluation, it is concluded that the construction of risk impact on the risk of the largest, followed by the market and benefits risk, political and legal risk, economic risk and operational risk will make little impact on it. Finally, based on the understanding of the common measures of PPP project risk, combining the feature of A metro rail project, the risk sharing model for risk management has been used lastly, and in view of the main factors affecting the formulated the detailed measures to deal with risks, in order to better manage of A metro rail project, reduce the risk of loss in the project.
