Research On Risk Management Of PPP Mode In Urban Light Rail Construction

PPP model,a new model of subversive financing construction,can combine the powerful mobilization ability of government departments with the two parties of the private capital,and solve the risk management problems in the construction of large social engineering projects by a point of remittance and line remittance.At present,this new financing model has increasingly become the horn of the country playing the city infrastructure,providing important assistance to the government in the role of public services and public services.However,because of the large amount of investment involved in the project project,a large number of participants and higher requirements for technical management,the risk factors associated with the PPP model are much more.Therefore,it is very important to use scientific and effective methods to calculate and evaluate the risks associated with the construction of urban light rail projects under the PPP mode.In the course of the study,taking the PPP model risk management as the research object,taking the X city subwaysubway Y line as the research case,the internal and external risks existing in the construction and operation of the subwaysubway Y line project are calculated and evaluated in detail,and the corresponding risk coping strategies are put forward in the end.This article is mainly divided into the following parts:The first part is the introduction.This paper mainly discusses the background and the basis of choosing the topic,the research status,the research methods and the significance of the research.The first part of the paper introduces the original intention and content of this question.The second part is the foundation of the argument.This paper introduces the concept and form of PPP model,the classification of urban subway project risk under PPP mode,the risk management mechanism of subway project under the PPP mode,and the risk evaluation method of urban light rail project under the PPP mode,so that this article has the theoretical research foundation in this article.The third part is the construction process of risk assessment index of X city Line Y project under PPP mode.The present situation of the case project,the process of the identification of the project risk and the analysis process are introduced in detail.Then the risk factors identified from various ways are verified and analyzed through the questionnaire,and the reliability and validity of the data from the questionnaire are tested,and then the factors are used.Based on the method of class analysis,the internal and external risks of X city Y line project under PPP mode are classified and modeled.The fourth part is the result of risk assessment model of X city subway Y line project under PPP mode.The fuzzy matter-element evaluation method is adopted.A fuzzy subset of fuzzy set theory and matter element theory is constructed first,and then the fuzzy index is quantified.Then the index is processed by the principle of fuzzy transformation.The quantitative treatment of the project evaluation index is realized,and the X city under the PPP model is obtained.The risk level of the city subway Y line project is the result of "moderate risk".The fifth part is the risk response strategy in the construction of PPP mode X city Line Y.From the 6 dimensions of politics,economy,environment,management,construction and operation,we put forward corresponding strategies to deal with risks.
