Land is an important means of production,and land income exists as the main income of farmers'families.In the past 40 years of reform and opening up,the income of farmers'families has gradually evolved from a single income based on land to multiple forms of income.In order to comply with the farmers'willingness to retain contracted land and transfer land management,the state promulgated the"Opinions on Improving the Separation of Rural Land Ownership Contracting Rights",and divided the land contractual management rights into contracting rights and management rights.Land ownership,contracting rights,and management rights are divided into parallel policies[1].Farmers with land contracting rights are encouraged to carry out the transfer of management rights and intensively use land to achieve the goal of ensuring national food security and increasing farmers'income.Experts and scholars at home and abroad have conducted special research on the transfer of land management rights and the income of farmers,but there are few case studies on whether the transfer of rural land management rights has a positive impact on farmers'income.In order to avoid the general discussion,this paper will focus on the issue of whether the transfer of rural land management rights has an impact on farmers'income.The Luquan District of Shijiazhuang City,Hebei Province is selected as the research object to understand its current land management rights transfer policy and development status.Select land transfer area and farmers'income from 2007 to2016,create a data model,and then carry out correlation,stability,and co-integration analysis,and obtain the rural land contract in Luquan District through Granger causality test,impulse response and variance decomposition.The transfer of management rights is positively related to the income of farmers,and the increase of circulation area has a positive effect on the growth of farmers'income.The study found that at this stage,it is indeed possible to increase farmers'income by expanding the area of land transfer.This paper proposes the following countermeasures:In the process of promoting the transfer of land management rights,the government should play an active leading role and continuously improve the policy and system construction,not only to protect farmers'land contractual ownership,but also to promote farmers'access to land management rights.Affordable,guarantee the fairness of circulation and the rights of both parties.The government can increase the market demand,stimulate market demand,and increase farmers'income by purchasing or introducing third-party intermediary service organizations,establishing a supply chain for fresh agricultural products,increasing financial support,developing new rural formats,and cultivating new farmers.
